LISBON — In Columbiana County Municipal Court, a man accused of firing a shot while standing in a Salem street while intoxicated on July 10 had his case bound over to the county grand jury for charges of aggravated menacing, weapons while intoxicated, underage consumption, tampering with evidence, and discharging a firearm

Austin Baird, 20, South Lincoln Avenue, Salem, allegedly fired a shot from a firearm in the 600 block of Cherry Street in Salem, yelling to a woman that he was going to shoot her in the face. Three women were all outside just south of the residence when the shot was fired and the victim’s 8-month-old son and her grandmother were just inside the residence, 25 yards from where the shell casing was found.

Police had been called regarding shots fired and were told Baird left the residence to allegedly retrieve his AR-15. Witnesses said he had come back to the residence with his firearm and discharged one round. He had fled south, but was detained when officers found him hiding in the bay of a car wash in the 1600 block of South Lincoln Avenue, allegedly telling officers they would never find the gun. Officers had been to the Cherry Street residence two earlier times that night regarding a loud party and he had been there and admitted to consuming alcohol.

A case against Juston Buskirk, 43, West Martin Street, East Palestine, was bound over to the county grand jury for a felony domestic violence charge for allegedly punching a woman in the face, strangling her, kicking her in the ribs, holding her down and squeezing hot pepper juice in her eyes during a domestic on June 11 in East Palestine. She suffered bruising to her eyes and burns to her eyes from the hot pepper juice.

A pretrial was set July 28 for Jacob Davis, 27, Apple Street, Salem, charged with domestic violence for allegedly punched his wife numerous times on July 18 at their Apple Street residence.

Dale Rhodes, 55, Louisville, was fined $750 and ordered to complete 20 hours community service and an education course for engaging in prostitution and possessing criminal tools for soliciting sexual acts from an undercover Mahoning Valley Human Trafficking Task Force agent posing as a female in exchange for $80 and arriving on Jan. 14 in Salem for the meeting.

Michael Landgraff, 58, Youngstown, was fined $750, ordered to complete 20 hours community service and an education course for engaging in prostitution and possessing criminal tools for soliciting sexual acts from an undercover Mahoning Valley Human Trafficking Task Force agent posing as a female in exchange for $50 and arriving on Jan. 26 in East Palestine for the meeting.

A pretrial was set Oct. 13 for Cody Mullins, 39, Dennison, charged with engaging in prostitution, possessing criminal tools and possession of drugs for allegedly using his phone to solicit sexual activity from an undercover Mahoning Valley Human Trafficking Task Force agent in exchange for $80 and arriving on Feb. 21 in East Palestine for the meeting. He allegedly had marijuana in his possession.

Charles McQuillan, 62, West Woodland Avenue, Columbiana, was fined $200 for disorderly conduct and public indecency for exposing his private parts in his driveway in Columbiana on July 1 and still being outside intoxicated and causing alarm to the neighbors when police responded a second time to his property the same day.

A pretrial was set Sept. 12 for Skylar Barber, 22, Center Street, Wellsville, charged with expired license and domestic violence for allegedly causing physical harm to a family or household member on July 8 in Wellsville. The expired license charge dates back to 2018.

A charge of criminal trespass was dismissed against Kandyce Florie, 27, Sue Drive, Lisbon, who had been accused of entering a Lisbon residence without permission on May 22.

Ashley Rae Sumpter, 31, Lake Milton, was fined $300 and ordered to complete 50 hours community service for obstructing official business for her actions during a traffic stop on Aug. 27, 2021 in Perry Township when she switched seats and claimed to be driving the vehicle, making false statements about who was driving.

A pretrial was set July 28 for Michael Lagone, 46, Victor Street, Salineville, charged with domestic violence for allegedly punching his girlfriend, Niki Gibbs, in the mouth after an argument over family that became physical in Salineville on July 18. Bond was set at $15,000 cash or surety and he was ordered to have no contact with Gibbs.

A charge of aggravated menacing was dismissed by the prosecution without prejudice against Craig Bartlett, 53, Sprucevale Road, East Liverpool, after the alleged victims failed to appear. Bartlett was accused of pulling a handgun and set of brass knuckles and allegedly threatening two men during a road rage incident at the Lisbon BP gas station on May 14.

Charges of assault and unauthorized use of a motor vehicle were dismissed by the prosecution against Jamie Nicholson, 43, Lincoln Avenue, East Liverpool, after the victim’s whereabouts were unknown. Nicholson had been accused of assaulting a woman and taking her vehicle on May 22 in the Wellsville area.

Raeshawn Erwin, 25, Waddell Street, Leetonia, was fined $100 for disorderly conduct, amended from improper handling a firearm in a motor vehicle, related to having a rifle in his vehicle during a traffic stop in Columbiana on May 23.

A pretrial was set Aug. 23 for Patti Fitzpatrick, 35, Goshen Road, Salem, charged with disorderly conduct and open container in a vehicle for two separate incidents. She allegedly had an open container of beer in her possession during a traffic stop in Salem on July 13 and was intoxicated in the road in the area of East Pershing Street and Southeast Boulevard in Salem on July 17. She allegedly admitted to consuming both drugs and alcohol prior to that incident.

David Mauzy Jr., 37, Youngstown, was fined $300 for driving under suspension, expired registration and possession of marijuana for having marijuana during a traffic stop on March 28 in Lisbon. He was also fined $300 for driving under suspension, left of center and possession of marijuana for a July 18 traffic stop in Yellow Creek Township,

A pretrial was set Sept. 22 for Fredda Hawkins, 58, Metz Road, Columbiana, charged with operating a vehicle under the influence, OVI breath second offense and marked lanes.

Rickey Leon Smith, 66, Warren, was fined $400 and sentenced to six days in jail for OVI, with his license suspended for two years and driving privileges granted.

Gail Gallinot, 65, East Lake Road, Lisbon was fined $1,050 and ordered to serve seven days in jail for OVI and left of center, with her license suspended for two years and driving privileges granted.

A pretrial was set Aug. 23 for Britne Thomas, 30, Meadow Wood Drive, Wellsville, charged with OVI first offense and park on roadway reverse direction.

Laura Sanders, 57, Pine Hollow Road, Lisbon, was fined $300 for driving under suspension and traffic control device.

Michael Russell, 39, Riverside Avenue, Wellsville, was fined $190 for driving under suspension and speeding.

A pretrial was set July 26 for Laura Smith, 38, West Fourth Street, Salem, charged with illegal use or possession of drug paraphernalia for allegedly having a pill bottle with a white crystal residue in it, a clear baggie with a white crystal substance and a pill bottle with unknown pills on July 18 in Salem.

Mark Barker, 52, Alliance, was fined $150 for driving under suspension.

Alice Backus, 31, West Martin Street, East Palestine, was fined $50 for driving under suspension.

Wesley Dierkes, 42, North Market Street rear, East Palestine, was fined $50 for renewal of license.

EAST LIVERPOOL — In East Liverpool Municipal Court, a pretrial was set Aug. 23 for Brandon Green, 29, Echo Dell Road, East Liverpool, charged with domestic violence for allegedly pushing Brittany Neely and leaving marks on her during a domestic incident July 16 on St. Clair Avenue. She also had bruising to her right eye from him allegedly hitting her a couple days before this incident.

A pretrial was set July 21 for Kira Jackson, 33, Vale Street, East Liverpool, charged with theft and criminal trespass for allegedly failing to scan and pay for 19 items totaling $198 at the Walmart store on Dresden Avenue in St. Clair Township on May 25. The trespassing charge stemmed from her being prohibited from being in the store since Feb 1, 2020. A probation violation hearing for charges of resisting arrest and drug paraphernalia was continued to July 21.

Gina Clark, 61, Summit Drive, East Liverpool, was found not guilty of driving under suspension and the case was dismissed after it was found there was an error by the Bureau of Motor Vehicles.

Richard Gibbs, 66, Beaver Falls, Pa., was fined $150 for disorderly conduct for creating a disturbance while intoxicated in a parking lot on St. George Street, East Liverpool on July 7.

A probation revocation hearing was set July 26 for Gloria Sosack, 35, Riverview Street, East Liverpool, for an alleged probation violation on a charge of a receiving stolen property dating back to 2019 for receiving a stolen television, drill and stereo and selling the items to Cashland in Salem.

A pretrial was set July 28 for Eric Dougherty, 19, Industry, Pa., charged with operating a vehicle under the influence, traffic device, no license and no seat belt.

A pretrial was set Aug. 23 for Kerry Appel, 50, Fife Coal Road, Wellsville, charged with no license.

A pretrial was set Aug. 4 for Christopher Nixon, 43, New Cumberland, W.Va., charged with possessing drug instruments for an incident July 13 in East Liverpool.

A pretrial was set July 21 for Rebecca Burr, 60, 12th Street, Wellsville, charged with theft for a May 11 incident in St. Clair Township.

Mollie Richards, 27, Seigler Road, Salem, was fined $100 for driving under suspension and fictitious plates.

Evelyn Gibson, 55, Dorrie Street, East Liverpool, was fined $25 for her dog running loose.

Defendants who failed to appear for court included: Ramir Bledsoe, 19, Youngstown, charged with window tint; Edward Pine, 25, Campground Road, Wellsville, failure to control; Robert McKay, 52, Chester, W.Va., speeding; Allen Jackson, 24, Wellsburg, W.Va., marked lanes, no seat belt and possession of marijuana; Dorian Thompson, 23, 14th Street, Wellsville, driving under suspension; Marquis Wilkins, 33, Youngstown, possession of marijuana and marked lanes; and David Adams, 22, Lisbon Street, East Liverpool; speeding.

LISBON — A Lisbon man already in jail awaiting trial on another indictment for violating a protection order is now facing even more charges after being served with a new secret indictment.

Joshua Vishak, 47, Y Camp Road, was charged with two counts of violating a protection order, a fifth-degree felony, one count of violating a protection order, a third-degree felony, and single counts of domestic violence and gross sexual imposition, both fourth-degree felonies.

The Columbiana County grand jury issued the indictment last week. The charges stem from an incident March 14 when he allegedly violated protection orders, with previous convictions for violating protection orders in his record. The indictment also alleged he attempted to harm a woman and the gross sexual imposition charge involved the same woman.

Vishak has a case already pending in county Common Pleas Court for three counts of violating a protection order.

Also in Common Pleas Court:

— David Lechene, 61, Middlefield, pleaded guilty to two counts of attempted compelling prostitution, a fourth-degree felony, and possession of criminal tools, a fifth-degree felony, with sentencing set for Oct. 3. Lechene solicited sexual conduct from an undercover agent posing online as two 16-year-old foster home runaways in exchange for $80 and the purchase of groceries. He arrived in East Palestine on May 12, 2021 for the meeting.

— Andre Owens Jr., 24, Warren, pleaded guilty to tampering with evidence, a third-degree felony, and resisting arrest, a misdemeanor, along with prosecutor’s information on a charge of possession of fentanyl-related compound, a third-degree felony, with sentencing set for Oct. 14. Owens hid two bags of white substances inside his pants and refused to cooperate with Wellsville police attempting to take him into custody on March 11, 2021.

— Jeffrey L. Harper, 51, Lake Park Boulevard, Sebring, was served recently with an open indictment that had been issued in 2021 for two counts of operating a vehicle under the influence of alcohol or drugs, one a third-degree felony and one a fourth-degree felony, and a misdemeanor of driving under suspension related to a Jan. 9, 2021 incident.
